Pinning requirements

If you have another branch for ocflib or another dependency, you can use that version in your dev environment by editing requirements.txt in the root directory of ocfweb and doing something like the following:

ocflib @ git+https://github.com/ocf/ocflib.git@DEVBRANCHCOMMITHASH
